Documentation & flow diagrams
Why it is needed
Gaps in the documentation make it harder to show that the plant meets the requirements at inspections and checks, and harder to deal with faults and plan maintenance safely. The documentation ties in with the requirements of lagen om brandfarliga och explosiva varor (LBE, the Swedish act on flammable and explosive goods), MCF's regulations and AFS 2023:11.
What the service is
Handling gas, especially in fixed systems, requires a clear description of the plant. A flow diagram and a component specification are an effective way to produce the process and plant description asked for in permit applications and inspections, and at the same time provide a basis for safe maintenance. We assist the plant owner with:

- Risk assessment
- HAZOP reports
- Explosion protection documents
- Flow diagram and component specification
- Programs for ongoing supervision
- Operating, maintenance and handling instructions for gas
Regulations that set the requirements
- LBE (2010:1011) and FBE (2010:1075) – lagen om brandfarliga och explosiva varor (the Swedish act on flammable and explosive goods) and its supplementary ordinance; the basis for the authorities' responsibilities, permits and the requirement for a designated manager (föreståndare) where handling requires a permit
- MSBFS 2020:1 – MCF's regulation on the handling of flammable gas and flammable aerosols; the documentation is part of what shows that the plant meets the regulation's requirements
- AFS 2023:11, 9 kap. – requires, among other things, an inventory, a log of remaining service life and documented procedures for ongoing supervision of pressure equipment in classes A and B
- Guidance: MCF's handbook on permits for handling flammable gases and liquids states that a permit application should include, among other things, a process or operations description, a classification plan, and operating and maintenance instructions
This is a guide and does not replace checking the current consolidated legal text, permit conditions or municipal practice.
